Apparently it's actually caused by wealth!
The lesson here is if you want to
do something about poverty ... simply be less rich. (You see, that way, by default someone else will be less poor) Hmmm ... would it be terribly wrong of me to add the caviat of "you first!"?

And second, you must believe that others owe you something without doing something in return.

Yep. Global economics as an exclusive zero sum game. Look for this to translate into a "U.N. shiek" carbon (aka wealth) trading scheme.

Actually
calling punishment would be bad form ... that's why they stash it under neat sounding camo like
"carbon tax".
