Why poeple in St Francisco didn't know that you can build streets or roads zig-zaging parrallel to the slope?

Fred, to the best of my knowledge there is only one street in San Fransisco that is curved, and that is Lombard Street. Here's what I'm talking about, and its quite famous in the area.

That's a good view! I walked on Lombard street about 20 years ago. When you stand facing it like in this picture, off to the right you can see Alcatraz Island out in the bay. I heard that despite all the zig-zags, going down the street can be hard on a car's brakes. When I was there, they didn't allow cars on the street. Frisco (natives don't like that name) is a very strange city.

No idea: One is in summer, the other is in winter or automn...? Or one is making use of triangles, the other only circles?
Anyway. Both are in Europe. The first picture is definetely in a baltic state (still I can't see the flag on the plate - could be lithuanian -) because it's a USSR Gazik truck (according to the sky blue color)... but I'v never seen carriages like these before...
